【檔案送中：香港政府檔案系統電子化最新狀況簡報】

剛剛財委會(6／7)通過一筆12億「在政府全面推行電子檔案保管系統」(Electronic Recordkeeping System，簡稱ERKS) 的撥款【註一】，將大至內部決策、小至會議記錄的相關政府檔案，由以往的紙本歸檔，轉為電子歸檔，並上傳至「政府雲」(Government Cloud) 上，以雲端技術統一管理。雖然ERKS是符合檔案管理電子化的國際大勢，但卻在香港新常態將有潛在技術隱患。

其實自2001年起，政府已著手開展研究ERKS，但過去20年進展極其緩慢，甚至遭到議員詬病【註二】，直至2020年，只有9個政府部門參與過試行計劃。根據僅有的披露資料，政府甚至未能提供最基本的數據，例如ERKS內的準確的檔案數目（只能夠提供約數－約189萬個檔案，未能提供準確數字）【註三】。或許反映過去20年，政府內部對推行電子檔案管理有阻力，或推展效果未如理想。

但過去20年做不到、有欠積極的事情，竟一夕間突然成事：政府今年急急將ERKS全面推展，在2025年前在全政府80多個部門使用。翻查資料，同期政府還將其他公務員內部通訊所用技術，例如「政府內部機密電子郵件系統」及「政府通訊網絡」，一同轉移至「政府雲」上管理【註三】，非常進取。

政府在申請撥款時未有明言，ERKS將來「掛單」運作的「政府雲」已重新招標，價值2.1億元的合約，將改由身為國企的中國電信奪得【註四】。這意味著，所有政府檔案及機密文件－關乎香港公務員的一切決策和過去言論的重要資料等等，有被國企透過保安「後門」挪用的風險。

自2017年在中國實施的《網絡安全法》適用於境內的資訊，中國政府能夠以「國家安全」為由，要求境內服務提供者提供任何資料供執法部門。2018年，蘋果電腦因應中國新實施的《網絡安全法》，將中國的iCloud 用戶資料連同加密密鑰(encryption key)交由中國電信寄存，潛在的保安漏洞引起用戶恐慌【註五】，顯示外界普遍對中國國企主理的資訊保安無信心。

再者，早幾天剛通過的《數據安全法》草案，更將「網絡主權」延伸至「境外」【註六】。中國電信轄下的香港「政府雲」內的資料及官方檔案，將會如同蘋果電腦公司的中國iCloud用戶資料般，被逼向中國政府提供加密密鑰，讓港府所有的檔案暴露於送中風險。

One day in October, I was still in bed, the phone rang. “I’m Lin Ximing.” “Yes.” “How are you? I have a favor to ask. I want to raise funds from my students and friends to purchase your narrative painting Taiwan Forefathers – Arriving Shore and give it to my teacher as a gift.” “Let’s chat. Please give me a call when you have time.” That was Oct. 2, Wednesday. I called five times but didn’t hear from him. The following Tuesday, when I was teaching in my studio, I learned from my student Zhao Meiying that Lin Ximing just passed away.

十月初某日上午，我還在迷糊之中，電話響起，“我是林錫銘。”“是。”“你身體好？我有一事相求：我想發動我的學生，我的同學，大家湊款來購買冉老師您的油畫巨作先民渡海之抵岸，然後送給我的老師。”“哇，我們約個時間聊聊，你有空時在打電話給我。”這是十月二日星期三。我接著打了五次電話，但全無音訊。到接下來星期二上課時，才從畫室學生趙梅英口中知道他剛剛過世的消息。是否就是那天？他還沒有說完。

More than twenty years ago, Lin Ximing and I met at an Italian coffee shop in my apartment complex every afternoon. Almost all the photographers of the major newspapers in Taipei came to this coffee shop everyday to wait for the photo studio across the street to open to develop their news photos. They would leave as soon as the photos were ready. In 2001, I had a solo exhibition at the Sun Yat-Sen Memorial Hall in Taipei. During the opening ceremony, my students noticed a flower basket labeled as “Italian” and became excited. I couldn’t think of any Italian friends. All of a sudden, I saw Lin Ximing smiling at the door and it dawned on me that the flower basket was from the group of photographers that met at the Italian coffee shop.

二十多年前我們在我家正義國宅後巷的義大利咖啡館幾乎每天下午都來聚首，喝咖啡，閒聊。也幾乎台北幾家重要的報社的攝影記者都來了。等待忠孝東路正義國宅對面的聯合攝影店沖洗當天的新聞照片。照片一好，大家即行散去。2001年，我在國父紀唸館舉辦畫展，開幕那天，學生發現花籃中有“義大利”字樣，一時鼓躁起來。我也想不起有很什麼義大利的朋友。忽然發現門口微笑的林錫銘，馬上想起“義大利咖啡”館以及那夥攝影界朋友。

When I worked on the second draft of oil painting Arriving Shore, I asked Lin to be a model of one of the farmers. He agreed right away. After the painting was done, he often pointed to young farmer with a red head scarf in the catalog of the painting and told other people, “That’s me!”

After he came down with illness, he kept himself busy by detailing his condition and treatment on Facebook. When he was feeling a little bit better, he took his students to Mainland China for photography classes. Now he’s gone, along with his passion and grace. How I miss him, my dear friend!

Allen Ezail Iverson (born June 7, 1975) is an American retired professional basketball player who played for four different teams (Philadelphia 76ers, Denver Nuggets, Memphis Grizzlies, Detroit Pistons) during 14 seasons in the National Basketball Association (NBA). He played both the point guard and shooting guard positions. Iverson was an eleven-time NBA All-Star and won the All-Star MVP award in 2001 and 2005.

Iverson attended Bethel High School in Hampton, Virginia and was a dual-sport athlete. He earned the Associated Press High School Player of the Year award in both football and basketball, and won the Division AAA Virginia state championship in both sports. After high school, Iverson attended Georgetown University for two years, where he set the school record for career scoring average (22.9 points per game) and won Big East Defensive Player of the Year awards both years.

Following two successful years at Georgetown, Iverson declared eligibility for the 1996 NBA Draft, and was selected by the Philadelphia 76ers with the number one pick. He was named the NBA Rookie of the Year in the 1996–97 season. Winning the NBA scoring title during the 1998–99, 2000–01, 2001–02 and 2004–05 seasons, Iverson was one of the most prolific scorers in NBA history, despite his small stature (listed at 6 feet, 0 inches). His regular season career scoring average of 26.7 points per game ranks sixth all-time, and his playoff career scoring average of 29.7 points per game is second only to Michael Jordan. Iverson was also the NBA Most Valuable Player of the 2000–01 season and led his team to the 2001 NBA Finals the same season. Iverson represented the United States at the 2004 Summer Olympics, winning the bronze medal. He also played for the Denver Nuggets, Detroit Pistons and the Memphis Grizzlies, before ending his NBA career with the 76ers during the 2009–10 season.

He was rated the fifth-greatest NBA shooting guard of all time by ESPN in 2008. Iverson officially announced his retirement from professional basketball on October 30, 2013.

Allen Iverson, Kenyon Martin, Chauncey Billups and Stephen Jackson are among a group of retired NBA players who have committed to participating in a 3-on-3 league founded by the entertainer Ice Cube.

"When I got the call it was a no-brainer, it's Ice ... you don't turn that down," Iverson said at a news conference in New York on Wednesday to introduce the league. "That's success looking you right into your eyes. I just wanted to be a part of it and I hope that me being a part of it makes it a success like everything he's been doing in his life."

Iverson, the 2001 NBA MVP, an 11-time All-Star and Basketball Hall of Fame member, retired from the league after the 2010-11 season. He expressed excitement about playing in front of a new younger generation of fans.

"I'm going to put my effort into it to make sure it can be as big as ever," he said.

Martin expressed similar sentiment about the league, named the BIG3, which will begin play this summer.

Also committed to play are Rashard Lewis, Jermaine O'Neal, ex-NBA guard Jason Williams, Mike Bibby and Bonzi Wells.

Former National Basketball Players Association deputy director Roger Mason Jr. will serve as the league's commissioner and president.

Iverson will be a player-coach and former NBA stars Gary Payton and George Gervin have committed to serve as coaches for three of the league's eight teams.

A reporter playfully asked Iverson on Wednesday if he chose to play in the league because he wouldn't have to practice -- a reference to Iverson's famous "practice" rant while with the 76ers.

Iverson smiled, then turned serious.

"How could you be a four-time scoring champion, 11-time All-Star and MVP in the league if you didn't practice?" he said.

Games will be played in half-court settings and will feature 4-point shots, designated by three large circles several feet beyond the traditional 3-point line. Games will be played to 60 points and there will be a seven-minute halftime once a team reaches 30 points.

Ex-professional players over the age of 30 will be eligible to play. Teams will consist of a player/captain and four teammates and there will be a draft in March.

League play will start on June 24 and conclude on Aug. 12 with games being played every Saturday in different cities. All teams will play games on each Saturday. Players will receive 52 percent of league revenue.
