//中大健康公平研究所副所長鍾一諾解釋，疫情嚴重衝擊本港經濟，弱勢社群於經濟狀況較差，「一開始會擔心買唔到口罩，而家又會擔心無左份工」，長期會影響他們的情緒健康。
鍾一諾亦提到，於疫情最嚴峻時期，港府一度勒令食肆全日禁堂食，令不少打工仔大街上用膳，坦言「防疫措施不代表單單考慮防疫」，同時亦要保證民生損害程度一定要減至最低。
他指，港府明顯在決策上較少以「公共衞生倫理框架」作考量，即5個要素，包括措施是否有效、效益是否合符比例、措施是否必要、措施對人的侵犯是否最小化，以及要向公眾交代為何實行此措施，呼籲如某一措施得不到公眾認可，政府應要面對公眾。//
