以「5G AIoT發展高雄智慧城市」為題 參與2021亞太城市高峰會（Asia Pacific Cities Summit ,APCS）城市論壇
非常榮幸應2021亞太城市高峰會（Asia Pacific Cities Summit ,APCS）主辦城市布里斯本市之邀，與Singtel(新加坡電信)的Connie Ang( Director of FutureNow Innovation Centre)、Dassault Systemes的Andy Muholland(Global Sales Director)、布里斯本市政府主管經濟發展的Chris Isles及同是布里斯本市政府負責城市治理的Kate Davies，就城市治理新潮流—「智慧城市」議題，進行線上對談。
這項城市交流盛會已經在9月8日，於澳洲布里斯本展開，超過60個城市及首長共襄盛舉，陳其邁市長受邀參加市長論壇時，已經分享市府如何透過智慧科技，協助服務業及商家渡過疫情難關；繼而我以「5G AIoT發展高雄智慧城市」為題，分享高雄如何從傳統工業城華麗轉身為科技智慧城─透過陳其邁市長所提出的4大優先施政主軸、3個宜居城市的發展面向及2大產業發展軸線加速推展。
首先，配合中央在南台灣打造的半導體產業供應鏈，以「產業轉型」實現「增加就業」的目標，事實上，自今年初蔡總統親自南下宣布啟動「亞洲新灣區5G AIoT創新園區」，高雄已經磨拳擦掌，全力打造亞灣成為台灣最完整的5G AIoT實驗場域及智慧城市迎向國際的新門戶。
其次，如何導入智慧科技，以打造減碳、韌性、綠能的宜居新高雄，我分享高雄如何以一張卡(MeNGo卡)整合市所有的大眾運輸工具(捷運、輕軌、公車、渡輪、共享自行車、共享電動機車、計程車等)，高雄率先全國推動MaaS整合計畫，並以全國第一條輕軌，規劃實證5G高頻寬網路匯入區域邊緣運算伺服器所進行的AI演算法，並以交通局提出的「智慧路口防碰撞」策略方案，將演算後的安全防護警示訊息，透過5G通訊警示用路人，確保路口安全防護效能。
水利局目前正在建置智慧防汛平台，透過雲端即時運算，即時推估演算淹水範圍、串接氣象局雷達迴波降雨預測，可於災前3小時提早警示；觀光局以AI、大數據分析，即時計算人流，並以「紅、黃、綠」燈號，提前預示觀光景點人流是否已達警戒；每逢假日即是人山人海的漁貨中心，海洋局於入口處設置攝影機，加上辨識系統來管控入場人數，並加設AI攝影機辨識人群密度，若到達警戒值，立即廣播喇叭提醒攤商及採購民眾留意，前開交通熱點，搭配交通局的車流監控，一旦超過臨界值，即可運用轄管資訊可變標誌進行宣導，即時派出警員疏導。
綠能是城市的未來，高雄的「電能管理資訊整合系統平台」也將統合全市的各類綠能資訊，並設置「高雄市漁電共生專案辦公室」以最佳化漁電配置；「校園光電綠能雲」為全台第一套在校園內建置太陽能的綠能管理系統，整合校園綠能與節能資訊，能即時顯示太陽光電系統發電量，掌握發電、管控用電，預計今(110)年底逐步上線，期透過資訊整合系統平台的建置，有效整合轄內能源資訊。高雄將透過智慧城市進行數位轉型，同時實現能源轉型。
市府協力智慧城市的合作夥伴(中華電信、中興保全)，以線上展覽方式，將高雄當前的推動方向、新的科技應用，進行系統性的介紹，更加廣泛地讓高雄投入智慧城市推動的努力為世人所見，也希望高雄的智慧城市經驗能夠面向世界、國際輸出。
