MEDIA STATEMENT: ACT AGAINST "PERIOD SPOT CHECKS" IN SCHOOLS

1. The current trending issue that has been going around on Malaysian students (former and present) are sharing disturbing stories of period spot checks and sexual harassment in school during the month of Ramadhan. Having to prove to their teachers and higher ups that they were on their period also means having their private parts touched without consent (on the context of teacher and student relationship) as well as having their panties removed to show their menstrual pads. These form of intrusion and violation of inappropriate touching, personal autonomy and body shaming through the excuse of ‘disciplinary punishment’ but in reality, it was entirely sexual harassment and abuse of power. A school or educational institutions should create an environment where students can be at peace of mind and feel safe from the secular world outside.

2. The fact that this mortifying misconduct is still happening to our students now without any measures being taken against the perpetrators is disgusting! We must stand together and put to an end of what seems so shockingly common in our society. The trauma and mental stress of being groped and touched without consent can be shattering, leaving the victim feeling traumatized, depressed and ashamed. Trauma has lasting effects.

3. Making the decision to report misconduct like such or sexual harassment takes a great deal of courage. I applaud those who gather every ounce of their courage in speaking up. Your voice is needed for the safety of other students in school and future generations to come.

4. I call upon the Ministry of Education to take prompt action and investigations by relevant authorities in ensuring that the safety of our school students will be the top priority. As schools are supposed to be conducive sanctuaries where students can feel safe and confident, let us not shatter that part of trust from our girls.

5. Sexual harassment has no place in a school. If this persist on, it defeats the purpose of an educational institution entirely.

文化廣場一直是中大人聚集關心時弊的地方，由中國民運、反對大學四改三、保樹立人、哭中大、到雨傘罷課，昔日如是今日也要如是。

然校方於開學日早上，在未經學生會同意的情況下，擅自拆去懸掛在文化廣場的標語橫額。

我們甚為不解「HK INDEPENDENCE」何敏感之有，大學與社會本來就不可分割，身為知識份子關心社會更是應有之義，中大作為重視全人教育的高等學府，更應廣開學術討論之門，供學子討論我城我家的未來。

我們認為校方今次的措舉於理不合、有欠妥當，並對此深感遺憾。我們在此促請校方尊重學生會的獨立自主，對於師生中心管理委員會委託學生會管理的文化廣場，要相信學生會有足夠能力自行管理，而非在毫無規章理據下粗暴干預學生會的自主事務，親手消滅員生共治校園的共識和默契。

願文化廣場歸於富有人文關懷的中大，也歸於每一個不倦於追求公義的中大人。

【Statement of Student Repersentatives to the Staff-Student Center Management Committee】

Cultural Plaza is the place in which members of the University gather and discuss current issues over a prolonged period of time. Ranging from the China democracy movement, Class boycott against post-secondary education reform in the 80s, Tree protection campaign and “Cry CU” campaign against internationalization in mid-00s, to the Umbrella Class Boycott, it has always been such a place, and should remain unchanged.

Yet the University management has removed a banner without permission of the Student Union on the commerce day of the academic year.

We cannot understand the reason why the slogan “HK INDEPENDENCE” is so sensitive, since the University could never stand alone from the society, and it is our responsibilities as well educated citizens to be aware of social issues. The University, as a higher education institution promoting whole-person development, should be open-minded towards the academic discussion on the future of our city and our home.

We are of opinion that the action took by the University is not appropriate, and we would like to express our deep regret at such action. We hereby urge the University to respect the autonomy of the Student Union, especially in terms of the management of the Cultural Plaza, as authorized by the Staff-Student Center Management Committee. The University should be of full confidence that the Student Union is capable to manage the Plaza properly, instead of conducting rude intervention which destroy the pre-existing consensus and mutual understanding between the University and the Student Union.

May the Cultural Plaza be with the University of humanistic spirit, and also be with members of the University who never rest in the justice-seeking journey.

頃悉學生會會長於今晨接獲 台端以委員會秘書身份發信警告，信中內容指近日於文化廣場懸掛的橫額違反管理守則、大學立場及香港法律。就此，台端可否告知各學生代表：

一、為何學生代表在事前未獲任何知會或諮詢？大學有否尊重身為委員會成員的學生代表？
二、具體而言，該等橫額是違反管理守則或香港法律的何條文？大學又是如何判斷違章與否？
三、何條文規定文化廣場的使用須符合「大學立場」？若是如此，若學生會在廣場就校政展示與「大學立場」相違的物品又會否遭受警告？

由於此事茲事體大，敬請 台端早日示覆為荷。
